Environmental Law & Policy Center (ELPC)

ELPC is the Midwest’s leading public interest environmental legal advocacy and eco-business innovation organization. We develop and lead successful strategic environmental advocacy campaigns to improve environmental quality and protect our natural resources. We are public interest environmental entrepreneurs who engage in creative business dealmaking with diverse interests to put into practice our belief that environmental progress and economic development can be achieved together. ELPC’s multidisciplinary staff of talented and experienced public interest attorneys, environmental business specialists, public policy advocates, scientists and communications specialists brings a strong and effective combination of skills to solve environmental problems. We say “yes” to better solutions; we don’t just say “no.”

With the support of the Carolyn Foundation ELPC is advancing clean energy climate change solutions in Minnesota and across the Upper Midwest through program areas including:

Rural Cooperative Solar: ELPC is working with rural electric cooperatives to bring regional energy independence, local electricity generation, and cleaner air and water. ELPC promotes the Minnesota-born strategy of fostering healthier pollinator populations through solar energy installations that incorporate native prairie pollinator plantings. Fulfilling the Solar Promise: ELPC is working with utilities, electric cooperatives and regulators to ensure that when families and businesses go solar those investments reap their full benefit. This means challenging unfair fees on solar, and working to make sure that a panel on a rooftop or that is part of a solar garden subscription is fully credited for the electricity it generates. Changing the Game with Solar + Storage: Energy storage holds the key to making a fully renewable energy powered electric system possible. Right now states across the Midwest are drafting the policies that will promote or hinder energy storage technologies that are just beginning to enter the market. ELPC is working with allies and regulatory authorities to ensure forward-looking state polices that advance these technologies and expedite the transition to clean, renewable energy.
